As stated here, the trouble with link building is that it's often hard or impossible to get related sites to link with a competitor.  That's why I tend to evaluate sites based on their major category instead of actual keywords.  For example, if I had an exercise product website, I wouldn't hesitate to link it to a site that's all about sports.
